COI Hound is an automated administrative document tracking tool designed to assist General Contractors in collecting, logging, and organizing Certificate of Insurance (COI) paperwork. Skyfury LLC is not an insurance agency, broker, underwriter, risk management consultant, or law firm. We do not verify actual policy binding, underwrite risks, interpret policy language, or guarantee insurance coverage.
General Contractors must independently verify all insurance documents with the issuing insurance broker or carrier before permitting any subcontractor to commence work on a project site.
1. The Legal Reality of Certificates of Insurance (ACORD 25)
Users must understand the legal nature of an ACORD 25 Certificate of Insurance under United States insurance law:
Standard ACORD 25 Notice: “THIS CERTIFICATE IS ISSUED AS A MATTER OF INFORMATION ONLY AND CONFERS NO RIGHTS UPON THE CERTIFICATE HOLDER. THIS CERTIFICATE DOES NOT AFFIRMATIVELY OR NEGATIVELY AMEND, EXTEND OR ALTER THE COVERAGE AFFORDED BY THE POLICIES BELOW. THIS CERTIFICATE OF INSURANCE DOES NOT CONSTITUTE A CONTRACT BETWEEN THE ISSUING INSURER(S), AUTHORIZED REPRESENTATIVE OR PRODUCER, AND THE CERTIFICATE HOLDER.”
An ACORD 25 is merely an informational summary of policies reported by an insurance broker on the date of issuance. The existence of a certificate does NOT prove that:
- The insurance premiums have been paid or that the policy remains in effect today;
- The policy has not been canceled, non-renewed, or suspended by the insurer;
- The policy aggregate limits have not already been exhausted by previous claims on other projects;
- The policy lacks critical exclusions that bar coverage for your specific trade or building type (e.g., residential construction exclusions, roofing exclusions, height limitation exclusions, or action-over / third-party employee indemnity exclusions); or
- The Additional Insured endorsement (e.g., CG 20 10 / CG 20 37) has actually been attached to the policy by the carrier.
2. Nature of Artificial Intelligence & OCR Extraction
COI Hound utilizes artificial intelligence, optical character recognition (OCR), and machine learning vision models to extract information from uploaded certificates. While these technologies provide substantial speed and administrative productivity, they are not infallible and cannot replace licensed professional human review.
Trade subcontractors frequently upload photos taken on smartphones in field environments. Folds, low resolution, skewed angles, shadows, or faint text layers can cause numbers or dates to be misread.
Critical coverage terms are frequently contained in multi-page policy endorsement forms (CG 20 10 11 85, CG 20 37, CG 24 04, Primary & Non-Contributory schedules) that cannot be fully analyzed solely from the face of an ACORD 25 summary.
COI Hound reads the visual text submitted. The software cannot detect sophisticated forgery, digitally altered policy limits, or fake certificate forms generated by dishonest subcontractors.
Like all machine learning systems, automated OCR extraction exhibits an inherent rate of error. Extracted dates, policy limits, and carrier names must be reviewed by the General Contractor.
3. Affirmative Requirement for Human Review
Skyfury LLC requires all General Contractors and Client Users to implement a human-in-the-loop review policy:
- Never allow a trade subcontractor on a job site solely on the basis of an automated green badge or AI extraction without human inspection of the uploaded document;
- Compare the extracted numbers against the physical PDF or image rendered in the certificate viewer;
- Request and inspect true copies of policy endorsements (specifically Additional Insured for Ongoing and Completed Operations, Waiver of Subrogation, and 30-Day Notice of Cancellation) directly from the subcontractor's broker for high-risk trades; and
- Contact the issuing insurance broker to confirm that the policy is currently active, paid in full, and in good standing.
4. Annual Insurance Audit Disclaimer
Insurance carriers conduct annual premium audits of General Contractors to calculate payroll and subcontractor exposure. While COI Hound provides 1-click CSV export tools and organized document archives to facilitate audit preparation:
- Skyfury LLC does not guarantee that your insurance auditor will accept any specific Certificate of Insurance, or approve the coverage limits or endorsements provided by your subcontractors;
- Auditors apply their own underwriting guidelines, state statutory rules, and classification codes; and
- Skyfury LLC shall have no liability for any audit penalties, retroactive premium adjustments, back-charges, or fines assessed by your workers' compensation or general liability insurance carriers.
